Nope, my mistake..

Assume that the t-plane holds an array of cameras and the v-plane represents imaginary image that would be captured by the sensor.

Now each camera has its own sensor (v-plane), therefore the 0 point of the v-plane varies between the cameras (t-indices). You can just simply assume that the origin is at the t index itself.

Now take a point and move it to infinity. The rays, as you said, would be parallel. Therefore for all the t indices the v coordinate that the rays hit is the same, hence the horizontal line in the ray space plot.
