Week 23: Health, TBT, SPS, GMOs

Lectures, case studies and group exercises on the implementation and application of GATT general exceptions and of the Agreements on Technical Barriers to Trade (TBT Agreement) and Sanitary and Phytosanitary Measures (SPS Agreement). The course addresses fundamental issues of the relationship between national or regional regulatory powers and disciplines of WTO law. Different approaches to regulating TBT and SPS measures and current issues, such as GMOs, are discussed in a transnational context.

• Tuesday: Introduction to the SPS Agreement; case studies and group exercises
Wednesday
• Morning: Overview of the economics of standards and regulations on trade
• Afternoon: Case studies on standards-related trade disputes
Thursday
• Examination of the issues and interpretations in WTO Dispute Settlement cases related to standards and regulations, including the role of scientific evidence and experts
