Week 26: Trade Policy Formulation
Part I: The European Union
The European Union (EU) is one of the world's main actors in international trade policy. The first part of this course provides an introduction to the EU's legal and political foundations and introduces the main institutional actors in the EU's trade formulation process. The second part reviews the EU's trade negotiation process and gives special attention to the development by the EU of a network of preferential trade agreements.
Part II: The United States
Trade policy formulation in the United States, and its implementation, is best understood by considering it in several contexts: constitutional, legal, institutional, and political. It is also important to understand the way in which various players in the trade policy process interact with one another and with stakeholders. In addition to presenting an overview of current U.S. trade policy principles and objectives, this course will provide an introduction to the complex legal and institutional framework for the U.S. trade policy process, examine some key tools available for influencing and implementing U.S. trade policy, and explore some strategic and political dimensions of the process.
