Week 27: Intellectual Property Rights I

This course, the first of a two week module on the TRIPS agreement and intellectual property rights in the world trading system, explores the general rules of the TRIPS Agreement as well as its negotiating history and interpretation up to the present. It offers an introduction into the main economic principles surrounding innovation and the protection of intellectual property. This course also focuses on the international rules applicable to industrial property and the specifics of this sub-field of intellectual property rights. • Understand the changing nature of innovation and intellectual property in the context of economic growth and the empirical economic literature
• Appreciate the key economic trade-offs associated with the protection of different forms of intellectual property rights
• Understand the complex linkages between the protection of IPRs and the process of economic development

• Understand the sources, basic underlying principles, rights and obligations of different forms of the international intellectual property protection, with particular focus on the TRIPs Agreement.
• Understand the interpretation of the TRIPs Agreement


Assignment Prior to the Course
On Tuesday, 16 March, an interactive debate will take place surrounding a case study of the Anti-Counterfeiting Trade Agreement, ACTA http://en.wikipedia.org/wiki/Anti-Counterfeiting_Trade_Agreement )

Please take note of the following:

a) MILE students are requested to hand in a 600-800 word argument either in favor of or against the ACTA negotiations. This assignment is due before 15 March (the day of the first class) and must be submitted directly to Professor Wunsch-Vincent (Sachawunsch@yahoo.fr) with the MILE fellows on CC.
Ideally, the arguments should be based on the readings for the course and they should be factual, i.e. not misled by advocacy pieces found on the Internet.
This element is compulsory and the instructor will ask some students to lay out their position in class. Failure to submit this assignment will prevent a student from receiving a passing grade from the professor at the end of the course.
b) This short assignment is independent of the graded assessment from Professor Wunsch-Vincent which will take place at the conclusion of the IPR II course.
c) Weekly students and participants from the Serbian delegation are free to voluntarily submit this assignment but are not required to do so. They are urged do some background searches on the ACTA negotiations, if their time permits.
