Course description
Peter Holmes: Monday and Tuesday
• Learn the introductory knowledge of economic aspects of Regional Trade Agreements (RTAs): Current distribution and modern history of RTAs in major regions; features of RTAs (tariff coverage, deeper elements); spaghetti bowl issues.
• Learn the simple economics of RTAs: Perfect competition analysis of RTAs (positive and normative for home, partner and RoW); scale effects; growth effects.
• Learn about the broad issues that RTAs pose for the world trade system and some forward-looking possibilities.


Edwini Kessie: Wednesday and Thursday
• Appreciate the underlying reasons for the proliferation of regional trade agreements;
• Become aware of the tension between the proliferation of regional trade agreements and the multilateral trading system;
• Gain a thorough understanding of the relevant WTO rules as they relate to regional trade agreements (Article XXIV of the GATT 1994, Article V of the GATS and the Enabling Clause);
• Become conversant with the limitations of WTO rules and efforts to clarify and strengthen them in the Doha Round;
• Understand the procedures for the examination of regional trade agreements, in particular the recently agreed transparency mechanism;
• Understand the implications of the ruling of the Appellate Body in the Turkey-Textile cases as regards the role of WTO judicial bodies in the determination of the consistency of regional trade agreements with WTO rules and procedures.
